The on/off buttons look great! Where are those header/footer images I made for you? I'd like to see what they look like on your forum. You could use catagory, menu, & newfader gradients as well. You also need to resize your "Top Links/Affiliate Table" to 912 to match the rest of the forum width.

Now that you have update the design of the site it looks heaps better..
just the dark grey bit at the bottom looks nuts

Hey. The marquee that is in your header: "Welcome to the new members4u advertising forum!Enjoy." Try centering that, and get rid of the "Update Table" that's above that.
Your news fader text and title don't really match with the rest of the colours on your forum. I would change the thread highlght that you have, it is the same colour as the thread titles and it's a hassle to hover over a thread and not know what it's titled until you hover away from it. You have three bars in your welcome table that say: "Welcome Guest, please login or register..." I would get rid of two of them, you really only need one.
Why don;t you get some custom thread buttons, custom buttons make your forum look more professional and not just default. And I would have to agree with Simpgr, the dark grey at the bottom of your main page doesn't fit with anything.
