The height of the divider bar can be set to any value. The class can either be set to any existing class name like "titlebg" or "catbg". Or if you want it to be different, you can give it a new class name and then use CSS in your header to give it a color, backgound image etc. If you have images different to the proboards default, you will need to edit their image names in purple

do you have advanced moderation mode on?
no stick divider's work while adv. Moderation mode is turned on. Everyone else will see it okay. AT the moment I can't see any stickied topics, only announcements, so I can't tell if it isn't working in general or just for you.

The problem is most likely that you have not edited the parts in purple to suit your sticky and stickylock images. I can't see the code in your footer though so cannot say for certain
